The Baltic Sea is bounded by Germany, Russia, Sweden, and Denmark. It is connected to the North Sea, by the Skagerrak and Kattegat.

Libau and Kronstadt were Russia major naval ports on the BalticA battleground between Russia and Germany, the Baltic Sea gave Russia access to neutral Sweden across the Gulf of Finland. Despite its inactivity through the war, the German Imperial Navy's primary focus was on Britain.
