Enver Bey was one of the Young Turks who seized power in 1908, restored the 1876 Constitution, and limited the power of the Sultan. In a 1913 coup, after Turkey's defeat in the Balkan Wars, Enver and his colleagues - Mehmed Talaat Pasha and Ahmed Djemal Pasha - took control of the Turkish government. Enver Pasha took the position of Turkey Minister of War.

Enver planned and took control of the Turkish offensive against Russia in December 1914. The Battle of Sarakamish was a disaster for Turkish forces.

On March 24, 1915, six days after the failure of the Anglo-French attempt to force the Dardanelles in a naval assault, Enver asked German General Otto Liman von Sanders to take command of the Turkish Fifth Army and organize it to defend the Dardanelles.

With the rest of the cabinet, Enver resigned on October 7, 1918, and went into exile.
