The Kingdom of Norway was neutral during the World War I, but the United Kingdom pressured itto turn over much of its merchant fleet at a low cost and to join in the blockade of Germany. Trade agreements in made in 1915 heavily favored Britain and the Entente Allies. With the Tonnage Agreement of 1917, Norway gave Britain full control of its merchant fleet.
