"All present except the Royal Hungarian Premier hold the belief that a purely diplomatic success, even if it ended with a glaring humiliation of Serbia, would be worthless and that therefore such stringent demands must be addressed to Serbia, that will make a refusal almost certain, so that the road to a radical solution by means of a military action should be opened."
Excerpt from the summary of the morning session of the July 7, 1914 meeting of the Austro-Hungarian Council of Ministers for Common Affairs, chaired by Secretary of State for Foreign Affairs Berchtold. The protocol was kept by the Secretary of the legation and Chief of the Cabinet Count Hoyos. Also present were Imperial and Royal President of the Council of Ministers Count Stürgkh, the Royal Hungarian Premier Count Tisza, Imperial and Royal Joint Minister for Finances Ritter von Biliňski, Imperial and Royal Minister of War F.Z.M. Ritter von Krobatin, the Imperial and Royal Chief of the General Staff G. d. I. Baron von Conrad, the Deputy Chief of the Naval Staff, Rear-Admiral von Kailer.The subjects of the Council were 'Bosnian concerns' and 'diplomatic action against Serbia.' By July 14, Tisza, the Hungarian Premier, had joined this meeting's unanimous approval of war against Serbia.
