Germany declares a war zone around Great Britain and Ireland

On February 4, 1915, Germany declared a war zone around Great Britain and Ireland. Within the zone, German submarines were authorized to sink on sight any merchant ship that they suspected of being an enemy.

The decision was approved on February 2 at a meeting attended by Chancellor Bethmann Hollweg.

The proclamation began:

"The waters round Great Britain and Ireland, including the English Channel, are hereby proclaimed a war region.

On and after February 18th every enemy merchant vessel found in this region will be destroyed, without its always being possible to warn the crews or passengers of the dangers threatening."

The United States first protested on February 12.
